Interesting, since the Oregon Constitution states that males between the ages of 18 and 45 are members of the unorganized Oregon Militia that can be activated by and reports to the Oregon Governor. So, on one hand they can toss an M4 to a High School student but is otherwise not competent/trusted enough for similar weapons.
