reinstalling Quicken 2015 - Quicken
It will get a person out of Intuit ID jail and put them in the Quicken ID jail. Updating the to the latest Quicken version for the year will change from the Intuit ID (which is no longer supported) to a Quicken ID, but because of a recent change all you will get is a blank log in screen.
Quicken 2016 stopped working - asks for login ID
If this doesn't work then the only possible way to open your data file would be to upgrade to Quicken Subscription, because they made changes to the way the Quicken Id login works that the old versions of Quicken do not know how to do. And they aren't going to update those versions to make them compatible for logging into the Quicken server.
